Customer Barring Lists Not Found at Runtime

On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C) deployed as a convergent charging solution (ie. subscriber are not provisioned on OCNCC/OC3C), data written to the customer profile in the Incoming/Outgoing Barring Lists is not found at runtime on the Service Logic Controllers (SLCs) despite being present.
When checking with acsProfile, the following values are returned:
Decode ACS_CUSTOMER.PROFILE where ID = 11
0x00000a Outgoing BA List Data 5772
'1268268' -> 0
but at runtime they are not found:
2017/07/17 03:40:01 acsChassisProfile.pcc 239  Chassis retrieveProfileFields: Failed to find profile field 0, tag: 0x000c in block: 3
