Store Inventory Management(SIM) MPS Message Works Inconsistently with Retry Limit

When MPS_REFRESH_RATE_SECS is set to low values, such as 60 seconds or 10 seconds, messages that fail in MPS table are retried only once when the retry limit is set to 3, when MPS_REFRESH_RATE_SECS is set to 120 or higher, failed messages are retried 4 times when the retry limit is set to 3.
Steps to reproduce:
- Set retry limit to 3.
- Set MPS_REFRESH_RATE_SECS to low values, such as 60 seconds or 10 seconds, messages that fail in MPS table are retried only once.
- Set MPS_REFRESH_RATE_SECS to 120 or higher, the failed messages are retired 4 times.
