Getting error while trying to install the HL7TransformSvc service part of BFC 8.9.9.99 patch

Symptoms
As part of BFC tool set-up, unable to install the HL7TransformSvc service and getting below error:
Installing assembly 'D:\p25228111_80000_Generic\HL7TransformSvc\HL7TransformSvc.exe'.
Affected parameters are:
logtoconsole =
assemblypath = D:\p25228111_80000_Generic\HL7TransformSvc\HL7TransformSvc.exe
logfile = D:\p25228111_80000_Generic\HL7TransformSvc\HL7TransformSvc.InstallLog
