Clearance Reset Information Is Not Published to SIM (Doc ID 2296972.1)

Symptoms

When the clearance reset is performed from the "Create Clearance Reset" screen, Clearance reset information is not published to Store Inventory Management (SIM).

Steps to reproduce:
1. Create clearance C1 for item I1 and store S1. Make the clearance active.
2. Create clearance for item I2 and store S2. Make the clearance active.
3. Perform clearance reset for clearance C1 from Maintain Clearance Screen. Note that there will be an entry in RIB log for the clearance reset.
4. Perform clearance reset for clearance C2 from Clearance Reset Screen. Note that there is no entry in the RIB log for the clearance reset.
The resets created from clearance reset screen is not published to SIM.
