Should Cost Event (COST_EVENT_DEAL) Records Be Created for VFP/VFM Deals? (Doc ID 2297717.1)

Goal

As per the <Note 1579324.1>, written for RMS version 13.1.x, cost event (COST_EVENT_DEAL) records should not be created in case of Vendor Funded Promotion (VFP)/Vendor Funded Markdown (VFM) deals. However, this is not the case on RMS 15.0.1. The cost event records are being created.

Please clarify whether cost event records should be created for deals or not?
Since they do not change the cost but the retail price, it does not make sense to create cost events for those type of deals.And therefore there is no need populating DEAL_ITEM_LOC_EXPLODE (DILE) and FUTURE_COST (FC) tables, which derive cost events from the COST_EVENT_DEAL table.
