Interest Rate Data Type Inconsistency in FSDF for STG_SWAPS_CONTRACTS, FCT_COMMON_ACCOUNT_SUMMARY and STG_COMMITMENT_CONTRACTS Tables

There are several formatting issues for the STG_SWAPS_CONTRACTS, FCT_COMMON_ACCOUNT_SUMMARY and STG_COMMITMENT_CONTRACTS tables, visible whilst looking at interest rates:
- STG_SWAPS_CONTRACTS.n_curr_int_rate_pay and n_curr_int_rate_rcv are formatted as NUMBER(11,6);
- FCT_COMMON_ACCOUNT_SUMMARY.n_curr_int_rate_pay and n_curr_int_rate_rcv are formatted as NUMBER(22,3);
- STG_COMMITMENT_CONTRACTS.n_loan_cur_gross_interest_rate is formatted as NUMBER(10,6).
All the above introduce the possibility of having unintended data loss.
Rate columns in EPM processing area should be the same in STG and FCT tables, as it should be consistent from STG to Processing and further to FCT.
