Why Is The mailAutoReplyMode Attribute On A User Set To A Value Of "echo"?

Some users have the mailAutoReplyMode attribute set to a value of "echo" in their LDIF:

mailAutoReplyMode: echo

For other users, this attribute is set to "reply":

mailAUtoReplyMode: reply

Since having this attribute set to "reply" is the current behavior when users are added via the Delegated Administrator (DA) utility, what could cause a user to have this attribute set to "echo" instead?
