Database Cleanup Utility (Utilizing the Delete Duplicates Mode) Hangs

Information in this document applies to any platform.
After allowing the OPPM Database Cleanup Utility to run (for hours), the utility dialog remains static and there is little to no disk I/O or CPU utilization.
The utility does not present any notification that the database cleanup process completed correctly.
