Planned Orders Not Generated For Components - Level 3 Phantom BOM Not Exploded/Planned (Doc ID 2299121.1)

Symptoms

On : 12.1.3 version, Memory Based Planner in Prod:

Users are on 12.1.3 and have applied VCP 12.1.3.7 Patch 13833266. Users are running an unconstrained ASCP plan and they have an issue where a phantom subassembly is not exploding down the lower level components for its BOM. Example data:

Level Item Supply Type
0 GA5008-0001 FG
 1 ASSY5008-0014 PHANTOM
  2 DET5008-0015 OPERATION PULL
  2 ASSY5008-0016 PHANTOM
   3 DET5008-0017 OPERATION PULL - this item is NOT being planned except work order demand

They have lots of forecast for end item = GA5008-0001 work order/planned orders. They show many planned order demand/supplies for item = DET5008-0015. However for item = DET5008-0017 they show only one planned order to satisfy one existing work order demand/supply.  Other phantom items BOM's do explode and plan for their respective components as expected

Users expected to see many planned orders for demand/supply like they see for the DET5008-0015 item

STEPS

The issue can be reproduced at will with the following steps:
1. Run ASCP unconstrained plan
2. Review item supply demand output in the ASCP workbench
3. Find for a phantom subassembly it is not exploding to the lower level components to create demand/supply
