Ability to Add Financial Hold on CTR Claims

Goal
It is currently possible to add financial holds at the Claim level through dynamic logic using "addClaimHold", but functionality is needed to add holds on claim transactions through dynamic logic, for example by adding "addCtrClaimHold" to the system. In addition, the functionality should include setting the hold type, expiration date, ind auto release and remarks. It is necessary to be able to set these attributes when creating the claim hold.
