VMI Replenishment Sends Notification To Incorrect Approver (Doc ID 2299437.1)

Symptoms

Using Collaborative Planning / Notification
On VCP 12.1.3.8:
When attempting to provide workflow notification after replenishment is run,
find that notifications are randomly assigned to some new entries.
Closing the incorrect notifications and rerunning collections and replenishment will produce a new set of incorrect notifications.

EXPECTED BEHAVIOR

Expect notifications to be properly assigned.

Example Case:
Say we have 12 entries not cancelled,
2 of them assigned to wrong supplier user account or wrong internal planner.
If we reject those 2 to close the notification, we will have 10 remaining for that date.
Next time, after data collection/replenishment,
one or more of remaining 10 entries will be assigned to wrong user again.
It randomly assign some new remaining entries.
It does not stop after we close the incorrect entries.
