Newly Upgraded Index Servers Rebootstrapping Very Slowly

Symptoms

Using:  Oracle Communications Indexing and Search Service 1u5-29.15600(1.0.5.29.0) (built 20161221)

Newly upgraded Index servers are rebootstrapping very slowly.
A splunk query to cover the last 7 days should have retrieved info from both index04 and index03.  It does not show any info from index03:

host,"date_mday",count
"index04",3,14
"index04",4,69
"index04",5,117

The above shows the count of "reboot autobootstrap" messages per day.  They started on Feb. 3, then Feb. 4, Feb. 5.
index04 did 117 yesterday.  None so far today.

Conspicuous by its absence is anything about index03.

The same query expanded to cover the other hosts shows rates as high as 500 per day.
