Symptoms
When an active Cluster Manager (CM) is present and the standby CM comes up, it is assigned the Manager role. Due to a split brain condition happening, the standby cluster is continuously restarting.
Why does the Cluster Management Service (CLM) state transition from no manager to manager directly. In the case where a Active Cluster manager is there and standby cluster manager is coming up, then CLM state should be transitioning from "No Manager" to "Client".
