Invalid byte error when sending iws request with latin characters
Problem Description
---------------------------------------------------
When IWS request was sent, it returns an iws response error "org.xml.sax.SAXParseException: Invalid byte 2 of 3-byte UTF-8 sequence."
Steps to recreate:
1. Create a new BO referenced to ACCOUNT MO, default application service, and do not allow new instances
2. Create a new IWS configuration that referenced to newly created BO in step 1; Transaction type of Read
3. Send a request that contains latin character
Ex. Address on personAddressOverride contains "é" in it
