Project Publication Fails on PROJWBS Table With Error "Object Failed to Load" (Doc ID 2300844.1)

Symptoms

When attempting to publish a project, the following error occurs in the job log:

The issue can be reproduced at will with the following steps:
   1. Login to P6 Web.
   2. Publish a project.
   3. Check the Job Status and view the log.
