Person ID Field Missing Error When Starting Service Agreement

When starting a service agreement, the error "Person ID field missing" is shown. This is due to how the person phone numbers are stored on the Start/Stop Address Phone override page (CI_SS_PHONE_OVRD table). When there is a gap in the sequence numbers of the phone numbers, then it prevents activating or stopping the service agreement.
