MBService does not prevent patches from deleting a tie-point (or any device that appears in multiple partitions) if the object is off nominal or has a condition.
This is even though MBService is NOT running with either of these two parameters: -deleteOffNominals or -deleteConditions.
The issue can be reproduced on an OPAL model with the following steps:
1. Verify that -deleteOffNominals and -deleteConditions parameters are NOT set in MBService
2. Operate the tie-point so it goes into an off-nominal state (i.e. closed when normally open).
3. Place a tag on the tie-point.
4. Copy the import files into place:
