What Is The Rate For HTS Calculations When No Value Is Set In HTS Tables? (Doc ID 2302484.1)

Tariff treatments are defined for each country in COUNTRY_TARIFF_TREATMENT table and for each Harmonized Tariff Schedules (HTS) code/import country in HTS_TARIFF_TREATMENT table.
When assigning a HTS code to an item, if the tariff treatment of the HTS code does not exist for the origin/manufacturing country, the Retail Trade Management (RTM) application sets the Duty as 100%.
Shouldn't RTM set the Duty to 0% if there isn't any tariff treatment defined for that item?
