The scroll bar on bill factor page behaves erratically in IE11
ACTUAL BEHAVIOR
---------------
The scroll bar on the bill factor page after clicking 'Get More' at the bottom of the bill factor characteristics behaves erratically. When you click on the bar itself it jumps back to the top of the page. Then when you try to drag it, it jumps back up there again.
This is working fine in chrome browser, issue coming in IE11.
EXPECTED BEHAVIOR

The scroll bar works fine without any flicker or jumping back to top when clicked on the bar
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to any bill factor screen.
2. Click on the 'Get More' button at the bottom of the displayed list of bill factor characteristics.

Affects scrolling to view long lists of bill factor characteristics.
