On : 11.3.0.1.0 version, Customer Data Management

Issue description:
---------------
Account synchronization issue between BRM and ECE

Accounts created with Admin_Client service for GUI users are not getting synced to ECE. However when ECE is started or restarted, these accounts are being loaded to ECE which is leading to data discrepancy during Audit.

Steps to Reproduce:
1. Start/Restart ECE
2. Check BRM account count
3. Check ECE account count
4. Number of accounts in ECE and BRM will be same (except root account)
5. Create account from Permission center
6. Check BRM and ECE account count

Expected Result:
Number of accounts should be increased in BRM as well as ECE

Actual result:
Number of accounts increased only in BRM
