Unable To Move Custom Report Located Within The Personal Reports Folder To The Global Reports Folder; Receive Insufficient Privilege Error (Doc ID 2303010.1)

Unable to move custom report located within the Personal Report folder to the Global Report folder; receive Insufficient Privilege Error.

Step to reproduce Issue

1. Log into Java Client & Created User
2. Created a custom report and save in Personal Reports folder
3. Assigned Role: ReportAccess with the following privileges:

(Restricted) Discover File Folders - Discovery
(Restricted) Read File Folders - Read
Create Custom Reports - Create
Delete Custom Reports - Delete
Discover Custom Reports_DS - Discovery
Modify Custom Reports - Modify
Read Custom Report_DS - Read
Run Custom Reports_DS - Run Report
SaveAs Custom Reports - SaveAs
Send Custom Reports - Send
View Custom Reports - ViewFile

4. Navigate to customer report located with in the Personal Reports folder
5. Right Click on the custom report and Click Move To, Click on Global Reports, Click OK button
6. Receive Insufficient privilege Error.
