DDService Crashed Multiple Times with "time_t -#### bigger than 32 bits" Error (Doc ID 2303083.1)

Symptoms

DDService crashed when the ICCP gateway is up.  The initial failure occurred after a large set of device operations were sent from ICCP to DDService.
At the bottom of the DDService log was this fatal error:

DDService 0xc,ctp=0x0000000104a29af8,"updateCondition::APPLY_COND" **FATAL** CMM.C:360 time_t -2223023752 bigger than 32 bits

This resulted in multiple failures and attempted restarts of DDService
