Delay of 90 Seconds or More Waiting for the NMS Login Panel to Appear (Doc ID 2303260.1)

Symptoms

It is noticed that it takes anywhere from 90 to 150 seconds for the Login panel to appear after selecting any of the application links on the NMS Launch page.

With the Java Console visible during the application startup, the process is reasonably quick until it gets to this line:

monitor: [C:\Program Files (x86)\Java\jre1.8.0_144\bin\java, -classpath, C:\User..

Then, there is a very noticeable delay of over a minute before anything else happens. Running Task Manager on the client did not show any abnormal spikes in CPU, memory or network activity.

 

It is also observed that bringing up Google Maps or Bing Maps is not working.
