Change Manager IP Address Leads to failed DB connection

Symptoms

On : 7.5 version, Database

When attempting to connect to Oracle DB on a test environment, after changing the Manager IP Address, the following error occurs in listener.log file.

ERROR

ORA-12154: TNS:could not resolve the connect identifier specified


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Verify that the installed version of the Bundle DB is OracleDivDB_3-0-0_12_1_0_2_0_SE2_Windows_64-bit (check the version.txt file from app\oracle folder)

2. Before changing the IP you can connect to the DB and 

  commands to see the status;

2. The tnsping should return ok and the lsnrctl status will not show the connection to lib5.world Service;

3. Open the listener.log and see the ORA-12154 error;
