Links in Notebooks Cannot Be Opened Using Internet Explorer or Chrome in P6 Web (Doc ID 2304732.1)

Symptoms

In the HTML5 view of Notebooks, adding a link creates a blue underlined "link". When users click or ctrl + click on this, the link does not open.  This behavior only occurs in the Standard View (HTML5) and when using Internet Explorer or Chrome.
