BRM Not Producing All Invoices For Monthly Billing (Doc ID 2304780.1)

Symptoms

On : 7.5.0.17.0 version, Invoicing

ACTUAL BEHAVIOR
--------------------
The user recently upgraded to BRM 7.5 PS17. The user run pin_inv_accts to generate invoices for September, but only 48 invoices were generated out of 800.
Also see error when pin_inv_accts -regen -file bill_list -verbose is run for just one bill POID.

EXPECTED BEHAVIOR

800 invoices to be generated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
pin_inv_accts -regen -file bill_list -verbose
