A Single Custom Color Rule Not Available On The CDI Scheduling Gantt In v2.3 (Doc ID 2305608.1)

Symptoms

A Color Rule was added and configured, but does not appear in the drop-down.  The environment has been flushed, restarted, etc, numerous times since this was deployed. On the CDI Scheduling Gantt, the drop-down is missing the entry for the configured rule, it only shows the "Default" option.
