XML R2 Report Is Not Getting Transmitted (Doc ID 2306041.1)

Symptoms

After E2B R2 report was successfully generated, it was not transmitted.

On Worklist > Bulk ICSR Transmit screen, the EDI In round icon became RED.
After selecting the record on that menu screen the following message is displayed at the 'Status Details:' field.

Unable to encode XML string due to following reason

Error has occurred on Line: 0, Source Text: , Error Code: 0
