Unable to Sync New Table USER_ACTIVITY_EVENT_LIST_T As Part of /user_activity Class During Upgrade (Doc ID 2307081.1)

On Oracle Communications Billing and Revenue Management (BRM) version, when upgrading BRM 7.5 from PS9 to PS16, as part of that upgrade, there is a step to create a new table "USER_ACTIVITY_EVENT_LIST_T" as part of class /user_activity.

The main table of class is partitioned on a monthly basis, but after the upgrade, the new table only has the PARTITION_LAST partition.  It is required to sync future partitions of the new table with partitions of the old main table and which also need to drop OLD partitions on class /user_activity.

Attempts to use the following commands do not resolve this issue.

partition_utils -o update -c /user_activity
partition_utils -o update -c /user_activity -f

Question: In both cases partitions were not created, what is/are the correct command(s) to be used?
