Customer_resv Bucket on ITEM_LOC_SOH Is Not Updated for a Customer Order Created Through the Web Service

Symptoms

When OMS_IND ='Y', the CUSTOMER_RESV bucket is not updated for a customer order.
 
Steps To Recreate:
1. Set SYSTEM_OPTIONS.OMS_IND  to "Y".
2. Create Customer Order using RIB script or Web service.
3. Note ITEM_LOC_SOH.CUSTOMER_RESV is not updated
