Email Not Getting Delivered To Dynamic Group

Symptoms

Using:  Oracle Communications Messaging Server 7.0.5.37.0 32bit (built Jan 25 2016)
 
Multiple dynamic email groups exist on the directory server.  Problem exists with delivery to dynamic groups.  Static groups work just fine.
Sending message to two dynamic groups in one message fails with no error.

For example:

Two groups are created with the below dynamic members URLs:

1. Group name - group1@domain.com
memberURL: ldap:///o=domain.com,o=domain??sub?(&(inetuserstatus=active)(inetcos=bronze)(!(mail=*-oup*@domain.com)))

2. group name - group2@domain.com
memberURL: ldap:///o=domain.com,o=domain??sub?(&(inetuserstatus=active)(inetcos=bronze)(mail=*-oup*@domain.com))

If an email is sent to either of the above individual groups, the email is delivered just fine.  But, if the email is sent to both groups, no user receives the email across the organization.
