After Importing OPPM Packager Export That Contained Users, User Receives Error Upon Login

After importing an OPPM package containing users, one user receives the following error when attempting to log in.

Operation failed - System error!
If the problem persist, please turn to your Primavera Portfolio Management administrator.

The issue can be reproduced at will with the following steps:
1. Import OPPM package containing users
2. Attempt user login.

The issue has the following business impact:
Due to this issue, user encounters error upon login.
