ACTUAL BEHAVIOR

Firm Discrete Job not creating Planning Time Fence in the DRP plan

When running a Distribution Plan (DRP), discrete jobs are included when netting MFG organizations.  The discrete jobs are firmed, yet when DRP generates planned orders, they fall inside the planning time fence bucket even if there is a firm discrete job in the next week.

EXPECTED BEHAVIOR

The expectation is that if there are firmed work orders, then no planned orders should be generated prior to the due date on the work orders. This should create a Planning Time Fence.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create firm work orders
2. Have demand exceeding the work orders, but due prior
3. Run plan
