Item is Reclassed But Still Valid for the Same Deal

Symptoms

Item is reclassified but still valid for the same deal. DEAL_ITEM_LOC_EXPLODE record was deleted.

- The merch hierarchy of an Item is updated through reclass process.
- The previous and the reclass merch setup is valid for the same deal.
- After reclass, the item was removed from the deal even if the new merch setup is still valid for it.

Steps To Recreate:

1. Create a transaction level item.
2. Create a department level deal, ensure that the item created on step 1 is qualified.
3. Add another department level setup on the deal with different merch setup from step 2.
4. Move vdate to any date within deal duration and Reclass Item created on step 1 to match the setup created on step 3.
5. Execute the following batch programs:
./prepost $UP reclsdly pre
./reclsdly $UP E
./prepost $UP reclsdly post.
6. Validate the records on DEAL_ITEM_LOC_EXPLODE
  a. CLOSE_DATE of original record should be updated to - 1. (worked correctly)
  b. a new record with ACTIVE_DATE equal to the reclass EFFECTIVE_DATE and new merch setup is created. (record not created)
7. Move vdate to reclass EFFECTIVE_DATE and execute the following batches
./prepost $UP reclsdly pre
./reclsdly $UP E
./prepost $UP reclsdly post.
8. Validate DEAL_ITEM_LOC_EXPLODE records
  a. record with old merch setup should be deleted. (worked correctly)
  b. record with new merch setup is retained. (record not created)
