ControlConfigGenerator is Creating Only 0-Byte Configuration Files

When running the ControlConfigGenerator.jar from my Windows PC, it create creates only 0 byte configuration files. The configuration spreadsheet seems to be valid since the configuration files can be generated when running the ControlConfigGenerator.ces when on the unix system.
The same configuration files should be able to be generated by this either from a unix system or from Windows.
New Windows clients are being used.
