Printing Fails if WEB_bipub.password Uses Encrypted Password

We found that if we use the WebLogic encrypted password, we get an error message when we tried to print switch sheet. The pop-up error says
"Failed to generate report [<DIR>\....\<DOC>.pdf], Cause: Client received SOAP Fault from server: oracle.xdo.webservice.exception.AccessDeniedException:java.lang.SecurityException: Failed to log into BI Publisher: invalid username or password. Please see the server log to find more details regarding exact cause of the failure."
(WebLogic server log and out do not have any error about this):
The following steps (detailed in the Oracle Network Management System (NMS) 2.3 Configuration Guide 7-1) were used to create encrypted password for being used in <project>_parameters.sql (thus loaded for CES_PARAMETERS table)
1) cd <BI_DOMAIN_FOLDER>/bin
2) . ./setDomainEnv.sh
3) java weblogic.security.Encrypt
Changed the CES_PARAMETERS entry for the WEB_bipub.password from unencrypted to encrypted.
