Expired HTS Codes does not Stop a Purchase Order from Being Created

Information in this document applies to any platform.
When a new Purchase Order(PO) is created from an existing one, and if the existing PO had an expired Harmonized Tariff Schedule (HTS) associated to it the same gets defaulted to the new PO.
Steps to reproduce:
1. Pick a purchase order having its HTS effective date in the past.
2. Create a new order using "Create order from existing" option . Use the PO picked from the step 1.
3. Note that the new PO is having HTS which has its effective end date in the past.
