Unable To Create Bill Of Lading Shipment For Transfer Created From Franchise Order

Symptoms

After creating a Franchise Order and approving it, a transfer of Type FO is created in approved status.
When trying to perform the shipment of the related Transfer in RMS, when entering or searching for the transfer in the "Create Bill of Lading" screen, it does not return any result, and therefore it is not possible to perform the shipment.

Steps:

1) Create a Franchise order ( from Warehouse to Franchise Store).
2) Approve Franchise order.
3) Transfer is created based on above Franchise Order( TSFHEAD.WF_ORDER_NO).
4) Try to ship using "Create Bill of Lading" screen.
5) When Selecting Transfer ,message is displayed .."No result Found".
