Scheduler Did Not Assign Work As Expected After Suspending an Activity (Doc ID 2312148.1)

Symptoms

One of the crews had a fully booked shift of assigned work. The Crew suspended a Field Activity and the Return time was set to 3pm. It appears all assigned work became unassigned at that time and the shift showed a gap in the shift schedule.  Work should have filled-in between.
