Standalone Java Client Cannot Use File Web Streaming Over HTTP(s) Recieves Error: "Server-Message: FMS-Interface: Connection failed (Errorcode: -305)"

Symptoms

When attempting to transfer files per JavaClient over HTTP with a user account configured with the environment variable FMS-CLI-DLL set to FALSE (i.e. the web address of the security area was properly configured to enable file transfer per web file Streaming instead of using the fileserver Client DLL), received the following error: 


FMS-Client:

WHAT WORKS

When using JavaClient WebStart over HTTP with the same user account, it connects and downloads files per WebStreaming file service.


STEPS TO REPRODUCE


1) Configure Java Client on remote machine to use HTTP server.
2) Login from remote machine to the application server using HTTP and try to check-in/check-out a file into a vault configured with web address.
3) Find error messages from description.
4) Using Webstart Client there is no issue.
5) Using Javaclient on the same machine as the application server there is no issue.
