RIB Applications Fail to Start After Installing Post July 2017 CPU For WebLogic 10.3.6

After installing a Critical Patch Update (CPU) July 2017 for WebLogic <Patch 25869650> all RIB applications such as, rib-rms, rib-tafr, rib-sim, rib-rpm and others, failed to start and the only error present in the log files was the below one.

Software Inventory
WebLogic: 10.3.6


Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Install CPU July 2017 <Patch 25869650> for WebLogic 10.3.6.
2. Start Node Manager, Admin Server, All managed servers.
3. Enter WebLogic console, navigate to "Deployments" and notice that all deployments are in "Prepared" state.
4. On the "Deployments window in the WebLogic console select one of the rib- deployments and press "Start (Servicing all requests)".
5. Notice that start rib- deployment has failed and the error was "NumberFormatException: For input string: "{AES}<*** Encrypted Password Value ***>""
