ACTUAL BEHAVIOR
---------------
For 2017, start of Brazil Daylight Saving Time (DST) is Oct 15 2017
At Brazil DST starts, when bill accounts with this DOM, cycle forward event duration is 1 day short (Sep/15-Oct/14).


EXPECTED BEHAVIOR
-----------------------
Should be Sep 15 - Oct 15, but currently bill is Sep 15 - Oct 14.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Setenv TZ America/Sao_Paulo
2. Set pin_virtual_time date to DST, i.e. Oct 15 00:00:00 2017
3. Create a monthly cycle forward product
4. Create an account with DOM (i.e. Jul 15) and purchase above product
5. Bill account on Aug 15
