Safety Document Cannot Be Re-issued if a Device is Removed From the Tag Points List (Doc ID 2312754.1)

Certain types of Safety Documents cannot be re-issued if a device gets removed from the Tag Points list.

To reproduce the issue, the system has to have a safety document using the "conditions" option set to "check_and_update" when calling JBot command StateTransitionCommand.
The global flag UNLINK_CONDS_FROM_SHEET_STEPS has to be false, just as it is configured in standard product.

Create a switching sheet.
Record condition steps (HOLD) related to safety document tagging.
Create a safety document from those steps.
Issue the safety document.
Unissue the safety document.
Remove the device entry from the Tag Points list.
Add the same device back in.  At this point the device entry is no longer tied to any specific step or condition.
Issue the safety document.
Unissue the safety document.
Issue the safety document.

The safety document should get issued and the conditions should be updated.
