Daily Scalar Usage Rule Cannot Pull Derived Peak Quantities

When trying to use the Daily Scalar Usage Rule to retrieve bill determinants for a peak value, such as KW, the rule returns an error if configured to retrieve a derived measurement, even when valid derived measurements exist for the usage period. This issue is limited to measurement that are both peak and derived.

Error Message Returned: "Measuring Component consumption...not found".


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up MC to derive a measurement for a peak value
2. Set up Daily Scalar Usage Rule to retrieve the derived measurement
3. Calculate a UT and get the error

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
The customer specifically uses derived measurement values for calculating and returning a measurement known as Transformer Adjustment. Without the ability to use the Frequently Read Scalar Rule to pull the Transformer Adjustment related to KW and KVAR (both peak quantities), MDM cannot provide these bill determinants to CC&B.
