Rate Manager IRC Historical Rates UI Issue When Selecting All for Effective Date Range

Symptoms

On OFSAA 8.0.4 Rate Manager -> Interest Rate Code (IRC) -> Historical Rates user interface (UI) there is an issue when selecting "All" in the Effective Date Range.

ACTUAL BEHAVIOR
When going to the Historical Rates tab and there are not historical rates for last month dates, when selecting "All" in the Effective Date Range, the historical rates do not appear until after selecting another tab (Terms, Attributes, etc.) and then returning to the Historical Rates tab again.  The page appears blank at the bottom with no rates.



EXPECTED BEHAVIOR
Expect when selecting "All" that historical rates appear for all effective dates.

This issue is present in Rate Manager 8.0.4, but was not present in 8.0.0.

The issue can be reproduced at will with the following steps:
1. Navigate to Common Objects -> Rate Management -> Historical Rates tab
2. Select "All" in Effective Date Range
3. Screen shows blank until you click another tab
