Submit Calls Downstream Command for Training Simulator Causes "Getting Calls Failed" Error

Symptoms

On : 2.3.0.0.0 version, Training Simulator

Attempting to use the "Submit Calls Downstream" Command, in the Training Simulator, results in a Calls Failed error.

2017-10-02 06:59:55,155 [pool-2-thread-8] ERROR CONTROL:
SubmitCallsDownstreamCommand failed.
com.splwg.oms.util.CorbaException: CESException: [-1, submitDownstreamCalls error]
at com.splwg.oms.util.log.Logger.error(Logger.java:169)




The issue can be reproduced at will with the following steps:
1. Login as nms11, for environment type, select Trainer (you need to scroll to the bottom)
2. grab authority.
3. open a viewer
4. select a transformer
5. bring up the control tool
6. select Calls... > Submit Power Out Calls for 10%

The error appears.

The configuration for the Training Simulator user was recently added.
