Symptoms
The RETL process extracts fixed length file with incorrect positioning when any information that contains multi-byte / special characters like "£", "é", "á" etc, which further fails to consume in subscribing applications.
Steps to Reproduce:
1. Create an item with special characters (like "£", "é", "á") in description .
2. Run RMS RETL extract "rmse_rpas_item_master.ksh".
3. Check the file created with incorrect character position.
4. Notice the file consumption fails in subscribing applications.
