AddressScreen Configuration Prevents AddClient And FindClient From Working On RoleScreen

On : 11.0.1.0 version, Client

ACTUAL BEHAVIOR
---------------
When the AddressScreen is configured to have a full list of CountryCodes in the AddressType tag, the system becomes unresponsive and then throws an exception.
Example of configuration:

EXPECTED BEHAVIOR

 User should be able to Find an existing client and Add a new client using the PolicyRole screen.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Configure AddressScreen BusinessRule such that all of the countries are listed in /AddressScreen/Address/AddressType/CountryCode for each addressType.
Try to add an existing client to a policy role.

BUSINESS IMPACT
-----------------------
There is currently a work around to use only the US country. This is preventing the error. However the system functionality differs from the way it operated in V10.2.0.
