ECC Constrained Plan Is Scheduling Planned Orders On the Plan Horizon/End Date For Some Item/Organization Combinations (Doc ID 2315016.1)

On : 12.1.3 version, Constrained Planning in Test

Users are on 12.1.3 and have applied VCP Patch 1383326 - While running an ECC Classic Constrained plan, the Material Available Date for a number of items is right at the Plan End Date/horizon which is AUG-2020. This does not seem correct considering the lead times for the items are short. Example data:

Item = 7XXX-1
Org = ABC:BU1
Pre Processing Lead Time = 2
Fixed Lead Time = 30

There is a sales order for the above item qty = 1 due 23-OCT-2017. When users check the available date for the planned order for supply, it shows 09-AUG-2020 which is the plan horizon. It only takes 32 working days to build this assembly

The Material Available Date should be much sooner than what is showing in the ASCP Workbench for the item/org combinations in question

The issue can be reproduced at will with the following steps:
1. Run the ECC Classic Constrained plan.
2. Review supply demand in the ASCP workbench
3. Find some items the supply planned orders are pushed to plan horizon 09-AUG-2020
