P6 Professional Standalone Login and Opening New Projects Is Very Slow

Information in this document applies to any platform.
When logging into P6 Professional AND/OR opening projects, while connected to a standalone database, there is a significant delay.
The delays started after upgrading.
For the login and/or opening of projects to not be delayed.
The issue can be reproduced at will with the following steps:
1. Log into P6 Professional.
2. Observe a delay.
3. Open a project.
4. Observe a delay.
The issue has the following business impact:
Due to this issue, users experience long waits during login and when opening projects.
The P6 Professional Client was recently upgraded.
